Abstrakt

W niniejszym artykule przedstawione zostały argumenty, zgodnie z którymi popieranie innowacji zakładających niską emisję dwutlenku węgla jest kluczowe dla osiągnięcia równocześnie dwóch celów polityki Unii Europejskiej: ograniczenia emisji dwutlenku węgla
oraz utrzymania konkurencyjności. Wielka Brytania wyznaczyła sobie ambitny cel zmniejszenia w długim okresie emisji dwutlenku węgla o 60% oraz ustanowiła Carbon Trust jako niezależne przedsiębiorstwo non-profit, prowadzone na zasadach rynkowych ale finansowane przez rząd. Jego misję stanowi pomoc światu biznesu w ograniczeniu emisji dwutlenku węgla oraz wspieranie rozwoju technologii niskiej emisji. Celem poniższego artykułu jest analiza działalności Carbon Trust oraz omówienie, do jakiego stopnia podejście Carbon Trust może
być traktowane jako modelowe dla podlegających transformacji krajów Europy Środkowo- Wschodniej. Analiza opiera się na 26 częściowo ustrukturalizowanych wywiadach, jak również na przeglądzie literatury i dokumentów źródłowych. Prowadzi ona do wniosku, iż podejście
Carbon Trust jest obiecujące, jednakże istnieją poważne trudności w przeniesieniu tego modelu do państw podlegających transformacji.
