Relokacje w łódzkiej rewitalizacji w kontekście międzynarodowej debaty na temat przesiedleń

Abstrakt

Celem artykułu jest analiza przypadku relokacji prowadzonych w ramach Rewitalizacji Obszarowej Centrum Łodzi w kontekście międzynarodowej debaty na temat przesiedleniom. W pierwszej części artykułu opisano przebieg debaty poświęconej przesiedleniom, z jednej strony koncentrując się na paradygmacie „prawa do pozostania”, z drugiej podsumowując aktualny stan badań w krajach Europy Zachodniej. W drugiej części opisano uwarunkowania przesiedleń w łódzkiej rewitalizacji, wynikające z aktów prawa krajowego i miejscowego oraz praktyki wdrożenia, przeanalizowano także deklaracje lokatorów dotyczące zaplanowanych powrotów. Wyniki analizy wskazują na to, że w przypadku łódzkiej rewitalizacji większość lokatorów nie korzysta z możliwości powrotu do mieszkań po remoncie; koncentracja na prawie do powrotu powinna więc ustąpić miejsca dokładnemu zdefiniowaniu i zagwarantowaniu takich warunków przeprowadzek, które będą satysfakcjonujące dla mieszkańców.
