Abstract

The article puts forward the thesis that e-administration constitutes not merely a set of separate technological tools, but a distinct, mixed organizational-legal-technological
model that transforms the way public tasks are performed by local government units and reshapes the relationship between administration and citizens. The analysis addresses five
research questions concerning: the changes that digitalization brings to the traditional model of local government administration; the understanding of the concepts of e-government, e-governance, and e-administration in the context of local government’s tasks; the significance of legal regulations on computerization, interoperability, public e-services, the ePUAP platform, electronic deliveries, the automation of administrative activities; the benefits and
barriers associated with implementing e-administration in local government units; and the legal guarantees available to the individual under the automation and algorithmization of
local government administration. The study employs the dogmatic-legal method, an analysis of the relevant literature, and, complementarily, a descriptive-analytical method, on the basis of which six analytical dimensions were distinguished (electronic communication, electronic document circulation,
system interoperability, public e-services, guarantees of individual rights, and the automation of administrative activities), with the analysis conducted in four stages. The results indicate that the digitally driven transformation of local government administration occurs simultaneously in the normative, technological, and guarantee-related dimensions, and that its progress varies significantly depending on the size and resources of individual local government units. The conclusions are primarily dogmatic-legal and systemic in character, as the article does not include empirical research on the actual level of e-administration implementation in specific local government units.
