We would like to thank the authors who have trusted us and published their texts in our journal - in accordance with the announcement of the Minister of Science, they retain their previous 140 points at the end of 2023.

We are pleased to announce that starting in February 2023, the journal The Opole Studies in Administration and Law is indexed in HeinOnline, which was one of the objectives of the journal's development strategy under the "Development of Scientific Journals" program.

Starting from 1 October 2022, the journal Opolskie Studia Administracyjno - Prawne received funding under the programme "Development of scientific journals", announced by the regulation of the Minister of Education and Science of 3 August 2021 on the programme "Development of scientific journals" (Journal of Laws 2021, item 1514).

On behalf of the Editorial Board of the journal "The Opole Studies in Administration and Law" I would like to announce that starting from the year 2022 the frequency of the journal publication will be changed. At the same time, we allow for a much greater number of articles in a given issue than in the quarterly published until the end of 2021; therefore, the publishing capacity of the journal in a given year will not change substantially.
Moving with the times and noting the shift of scholarly activity to the digital space, the form of publishing the journal is also changing. Until the end of 2021, the journal was published in two versions: printed and on - line. Starting from 2022, the primary and only version of the journal will be an electronic one, available in the Open Journal Systems formula, on the Opole University Journals Platform, which also plays the role of the journal's website. We will strive to have one issue per year entirely in English, with - as far as possible - broad participation of foreign authors and reviewers.
We invite you to submit high quality articles on the theory and practice of law and public administration. We invite lawyers and representatives of disciplines related to legal sciences, representing various methodological approaches, to publish their papers.
The journal is addressed to both academics and practitioners of law. Part of the space is devoted to practice-inspired commentaries to the latest judicial decisions in the form of glosses. In order to give room for a critical but constructive debate, we also accept review articles.

On behalf of the Editorial Board of the journal "The Opole Studies in Administration and Law" I would like to express my sincere thanks to the outgoing, long-term Editor-in-Chief of OSAP, Prof. Włodzimierz Kaczorowski, for his great merits in continuous improvement of the journal's rank and making it a periodical of high substantive and formal value, applying the highest standards of scientific integrity. Professor Włodzimierz Kaczorowski not only created the journal, but also gave it a proper shape, taking care to maintain the discipline of publishing, thanks to which the journal "The Opole Studies in Administration and Law", in spite of increasingly higher expectations placed on scientific journals, is constantly present in the publishing space in the area of legal sciences. In managing the publishing works - despite difficult moments in the several-year history of the journal - Professor Kaczorowski has always been accompanied by an extraordinary culture, including the culture of speech, a sense of humour and an enviable steadfastness.
Having made an attempt to continue the original intentions of my predecessor, I accept the obligation to develop the scientific potential of "The Opole Studies in Administration and Law" and to strengthen its national and international recognition. On behalf of the Editorial Board and myself, I would like to thank Prof. Włodzimierz Kaczorowski for leading the Editorial College and his cordial cooperation.

The Opole Studies in Administration and Law is a is a semi-annual journal published in print and online – on the Open Journal Systems (OJS) platform in an open access basis. It is indexed in the following databases: AmeliCA, CEJSH, CEEOL, DOAJ, Index Copernicus, The Norwegian Register for Scientific Journals, POL-Index and ERIH PLUS. Presented texts are prepared in accordance with principles of ethical standards and best practices of publication and subjected to a double-blind peer review. The thematic range of the Journal covers three pillars: issues relating to polity and law, public law and private law. It is addressed primarily to academic community, but also to representatives of legal professions and officials.
Authors are invited to submit complete unpublished papers in areas connected with public and private law, as well as polity and law. We encourage you to submit proposals dealing with current legal challenges and, therefore, interesting for international readers.
Submissions should have between 0.8 and 1.5 author’s sheet (32,000 – 60,000 characters counted with spaces).
