Certainly Tri-City conurbation and neighboring municipalities have a socio-economic potential, allowing to create the actual metropolitan area. It is a very coherent area, entwined by a network of functional linkages. On the other hand, there is a range of socio-economic problems and political and administrative provisions which are barriers to the creation of the metropolitan area sensu stricte. The objectives of this article is to define the fields of integration and disintegration in the Tri-City metropolitan area and to attempt to identify actions that could significantly contribute to the creation of a real metropolis, in which all partners have equal rights and obligations.
