TAn uncontrolled urban sprawl results in a number of negative spatial, economic and social ef-fects. Counteracting this phenomenon which is identified as a flaw by the study of conditions and directions of the spatial development of communes, within the framework of the National Spatial Development Concept 2030, an obligatory scope of analyses of the needs and possibilities of local development was introduced in 2015. The article reviews the spectrum of regulatory changes and the methodologies for preparing these analyses. The effects of introducing legal regulations have been confronted with the role of the study of condi-tions and directions of communes spatial development and its rank in relation to other planning instruments.
