Economic reasons for the cessation of work on spatial development plans (the case of Poznań)

Abstract

Ensuring spatial order is one of the most important tasks of communes. The basic instrument of spatial management, and hence also of ensuring spatial order, is physical planning. A special role in this field is played by local spatial development plans. Unfortunately, the process of their preparation is too slow, as evidenced by the low coverage of Poland by local plans (28.6%). One of the possible reasons of the little interest of communes in preparing local spatial development plans is the excessive burdening of their budgets with expenses involved in this task while the incomes they generate are relatively low. In the paper an analysis is made of the economic situation caused in the sector of commune finances by the passing of local spatial development plans (a considerable deficit), and the effect of individual expenses and incomes associated with the adoption of plans for this situation. A detailed assessment is also made of four local spatial development plans in Poznań abandoned for economic reasons. The lack of financial instruments ensuring an economic equilibrium in the physical planning process is one of the reasons of the cessation of planning work, and hence also of the absence of spatial order in the Polish communes.
