PLACE-BASED POLICY AS A METHOD FOR CLIMATE CHANGE ADAPTATION

Abstract

In the face of advancing climate change, it is necessary to take action on the territorial development policies. The purpose of this paper is to show how cities use the idea of place-based policy within the framework of Integrated Territorial Investments to shape climate change adaptation measures. Using the case study method and comparative analysis, solutions from three European areas are presented – Corn- wall and the Isles of Scilly from England, the Olomouc agglomeration of the Czech Republic and the Rijeka urban agglomeration in Croatia. The described case studies make very narrow use of the ZIT mechanism for the benefit of the climate change adaptation. They mainly carry out activities of an infrastructural nature concerning transport and energy sectors. However, the theoretical assumptions of the ZIT mechanism may be the basis for implementing more effective adaptation to climate change.
