LOCAL REVITALISATION PLAN – AN UNDERESTIMATED PLANNING TOOL. A STUDY OF THE “JABŁKOWSKI–PODGÓRZE” PLAN IN KALISZ

Abstract

The Local Revitalisation Plan (miejscowy plan rewitalizacji) was introduced into the Polish legal
system in 2015. It was meant to be the basic planning tool used in urban regeneration processes as a special
type of the Local Spatial Development Plan (miejscowy plan zagospodarowania przestrzennego). The article
presents the conditions behind drawing up Local Revitalisation Plans, indicating the differences between
such plans and regular Local Spatial Development Plans. Practical aspects of the legal norms implementation
were presented on the basis of the Kalisz “Jabłkowski–Podgórze” Local Revialisation Plan, which was
adopted in 2021. The aim of the article is to identify the potential of this spatial planning instrument for
conducting revitalisation activities. The implementation of the principles and the procedure for drawing up
the plan constitute the basis for conclusions and recommendations regarding the model of the spatial planning
instrument in the context of programming urban regeneration processes and achieving the goals set
out in the municipal revitalisation programme (gminny program rewitalizacji).
