Institutional forms of cooperation between self-government units In agglomeration areas

Abstract

Nature of many public services, providing by local government, frequently extend beyond the boundaries of administrative units. More efficient performance of these tasks requires at least coordination, and sometimes also the institutional forms of cooperation. in the laws regulations, for all levels of government, are set the possibility of concluding by the LGUs, the various forms of agreements, unions, and finally the creation of joint municipal economic units. Despite this, one can notice the general tendency to atomization public service within the administrative units. We are relatively rare examples of smooth cooperation between units of the same level and between different levels of government. This situation creates problems especially in the agglomerations areas, in which there are strong connections between the functional and structural neighboring units. analysis of the reasons of this phenomenon was dedicated to the second part of the article.
