ROLA PLANOWANIA W ROZWOJU SPOŁECZNO-GOSPODARCZYM I PRZESTRZENNYM MIAST POLSKICH PO 1989 ROKU

Abstract

Since the start ofthe 20th century, urban development, also in Poland, has generally followed
specially prepared planning documents. Systemie changes, especially as fundamental as those in post-1989
Poland, always lead to a change in legat regulations. Today the socio-economic development of Polish towns
is guided by the provisions of a relevant strategy of socio-economic development, and their spatial development, by those of a Study of the Conditions and Directions of Spatial Development and a Local Spatial
Development Plan. While the role ofa strategy in socio-economic development has to be assessed favourably,
the effects ofthe legał regulations controlling physical planning cannot be described in the same way. Owing to their imprecise wording and the arbitrary interpretation this prompts, they do not lead to sustainable
urban development and an improvement in the towns’ spatial order. Rather, they tend to generate dynamie
urban sprawi, spatialchaos, and growing social costs ofa towns operation. In this way, it is not planners who
decide about the spatial development and growth oftowns, but in fact property owners, housing developers,
investors, speculators, and design consortia. Physical planning is less and less being seen in terms ofitssocial
function as a representative ofthe public interest.
